Check whether Orbit is switched on. In Orbit the points circle around your touch instead of gathering under it. Switch it off to go back to pulling them in.
A still frame is written straight into Photos, so iOS asks for permission to add pictures the first time. If you said no earlier, turn it back on in Settings › Privacy & Security › Photos.
That is expected. Vibration feedback only works on iPhone; iPads do not have the hardware for it. Tones and the background hum work on both.
